Illegal voting charges against 16 people in seven states, eight of them noncitizens living in Texas, opened the week, and every one of those ballots was counted. Not one was caught on the day it was cast; prosecutors found most of them years later while looking at something else entirely. Guest host Robert McNeily, in for Jenny Beth Martin, spends the hour with Jim Pfaff, president of The Conservative Caucus and former chief of staff to two members of Congress, on the question the charges force: at what moment in registering to vote does anyone actually check citizenship?
